1979 150HP shorted circuit

1979 150HP shorted circuit
the trim all the way down
battery disconnect all cables - and +
at solenoids + battery cable disconnect and all other cables
- battery cable at engine body disconnect too
using voltage meter one end to the - cable just disconnect from the engine body
the other end go to the + cable just disconnect from the solenoids
at this time the voltage meter gave me a continue sound
so where i need to look for shorted ?
