1979 Merc. 40 dies@ 2/3 throttle...

I've posted about this a couple of times and have read a few other posts about similar problems. I have gotten some good feedback and have tried the things that i could (being a backyard mechanic) to no avail. I'm stumped at this point. The ign coils and stator have been checked by a reputable dealer and found to be ok. The ENTIRE fuel system has been rebuilt (carb, fuel pump) with new lines, tank, bulb, fittings etc. I still can't get any more than 14 mph on a 17' semi-flat bottom Alumacraft. I've downsized the prop to a 12P from a 15P as well hoping to get RPMs up but it doesn't matter because the motor spits/sputters and looses most of its power w/out cutting off when i get over 2/3 throttle. When i throttle back, it smooths out and picks back up.
What else can i check???
I've heard that sometimes carbs just crap out and it doesn't matter how many times you rebuild it...
Does this motor have reed valves that could be malfunctioning? I haven't seen anything in the SELOC manual about them.

The hub was slipping inside the prop causing the motor to bog down. Changed props... no problems now.
