1980 40 HP mariner 2 cycle spark plugs

motor runs great at high rpms, but fouls plugs bad at low rpm so bad it wont start untile I put new plugs in, boat is used for snagging and running bank lines lot of idling and low rpms. Any suggestion would be helpfull thanks.
