1980 50 hp Mercury idle/reverse

I can't get the motor to idle or go into reverse because the idle speed is so slow. The motor will crank right up with the fast idle, but I have to quickly shift it into forward and then it runs fine. I've been into the control unit recently to fix my fast idle button, and am hoping someone can tell me what I might have done wrong when reassembling to mess this up. It is 1986 Quicksilver commander controls to the best of my knowledge.

I had the same problem on mine- cured it by adjusting the throttle cable at the engine end.
