1980 60hp Johnson cranking slowly even with new electrics

I just put on a brand new battery 800 cranking amps, it's hot; ran a new battery cable straight to the brand new solenoid with new starter and the motor still cranks too slow to start. I'm thinking:
A. Cold weather 60 degrees today though
B. I already burned up the new starter from cranking on it
C. Flooded gas ran down in the motor creating a hydraulic lock....

Am I missing something????

If having a top notch known good battery in a fully charged condition, with known good cables running directly to the electric starter (not the solenoid)..... if this results in the electric starter cranking the engine over as it should, then obviously the electric starter is okay.... BUT if the electric starter cranks over slowly when wired normally (thru the solenoid etc) then there is either a loose cable, a tight but dirty cable, or a cable that is corroded internally, in which case remove and clean all cable terminals and the component to which they attach, then tighten thoroughly with a wrench or pliers.

If however, the electric starter cranks over slowly when having the battery cables jumped directly to the electric starter, then just as obviously the electric starter is faulty. Sixty degree weather should have no bearing on the engine's electric starter cranking performance.

Do not neglect the battery ground cable to the engine block. The connection to the block is a tinned copper spade bolted to an alloy block with a steel bolt. A guaranteed corrosion factory. Take it off, scrub everything shiny an reconnect. You may find that you have solved the problem at zero cost.

You failed to mention the ground cable above. It is at least as important, maybe more important than the positive cable.

Can this motor be turned by hand with the plugs out?
Does it crank fast with the plugs out like 3 or 4 times as fast?Does it crank reasonably fast but struggles as it reaches the compression stroke? If your getting gas hydro lock perhaps it is just flooded beyond normal operation, perhaps the crankcase is flooded as swell.
Remove the gas supply and try again after clearing the cylinders.
