Make sure both ends of the battery connections are clean and tight; don't just look at them, take them loose and make sure! That's battery end and motor end.

Your battery is a bit flat so your rectifier is working hard to give it the amps it wants.
Try charging the battery up on a battery charger if it worries you then put it back in the boat.
Don't be surprised to see 16-17V charging on a fully charged battery.

Take the battery to a parts house and have it load tested. It may be bad. You can check the the battery charging side of the stator with an ohmmeter.

Nope, your charging system hasn't got enough grunt to charge a flat battery at a higher rate, something has to give so your volts drop off until the battery has some more charge in it then the volts will rise.

Re: 1980 70 hp charging

That's fine it could even go higher as it gets a higher charge in it.
If it's a particularly large battery it may not reach the 16-17 Volts charge I mentioned earlier.
Being an unregulated power supply you need a flooded battery with refillable cells because they can lose a bit of water & need topping up from time to time.
The charging Voltage is governed by the internal resistance of the battery.

The longer the engine runs and charges the battery; the higher the voltage should go; these things are more like trickle chargers than battery chargers. If it's showing a positive charge then its working.
