I have an 75hp with a jet unit & when I submerge it in a trash can of water & start it, it won't displace water out of the unit. I've had someone tell me that because its just idiling it may not. However others have said anytime its running not matt  er the rpm it should be pumping water out the pee tube.
I live in AK & even had someone say it won't hurt it because the waters are so cold that it won't overheat going at slow speeds if its not pumping out.
Any ideas & professional opinons would be appreciated.

Have you recently changed the impeller? If not, you probably should. It sounds like small pieces of rubber, which break off from old impellers, are jammed in the pee tube. First, you are going to have to drop the lower unit, and replace the impeller. While you have it open, try to clear any obstructions you see. Remove the nozzle at the end of the pee tube, which may solve your clog. The nozzle is of smaller diameter than the pee tube, and gets jammed easily. Try running hose water, then compressed air through the pee tube to clear it of obstructions. Good luck!
