First off check the compression. Then check the spark which should jump a 7/16" open air gap on a spark tester. A model # would also help.

Yea doubtful the plug wires are the issue. You may have a bad keyswitch or powerpack. Disconnect the black/yellow striped wire from the powerpack and see if the spark returns.

If it cranks slow there will be no spark.-----Inspect the cables and the starer motor.----Starters are easy to take apart and repair.

Racer's #6 reply is correct. Engine must crank at least 250 rpm's in order to fire the ignition.

Not sure just what you mean by the battery statement. Are you running 3 batteries in that system? Would be interesting to do a simple test. Disconnect the main control box harness at the engine. (unplug the red plug.) Try jump starting the starter direct to a good battery with automotive jumper cables. If it cranks normally and has normal spark when jump started, then the problem is somewhere in the control box and it's harness. If you still have no spark when jumped, the problem is somewhere on the engine. Could be the stator, power pack or timer base. You can test the timer base and stator. These components are rather expensive, so some time spent testing will save you $ in the long run.

No I'm only running two batteries I just was trying to see what the wattage posed to be putting out on the starter once the engine is turning over

What you would want to check there is voltage drop at the leads that connect to the starter. I am not sure what that is supposed to be. But if the voltage drop is in "spec", than the issue would be in the starter itself, as opposed to the wiring, battery, connections etc.

I can tell you right now if it takes 2 batteries to turn you motor over you have an issue.Your starter will put out no voltage and no watts to check don't know where you are going with that. Starters need to be bench tested hard to do on the engine because you actually need to do an amp draw and you would need that spec. A voltage drop test on a starter is hard to do because a bad connection can throw it off.

If you look at any factory service manual, there is a test procedure for starters. It involves putting a heavy-duty ammeter in line with the battery when you crank the starter. The amps measured will tell you if it is drawing too much. You don't measure volts on a starter. I've done this before and you need to be extremely careful when playing with amperage. Also, make sure your wiring gauge is sufficient to handle the amps when cranking.

What about testing the starter as suggested.----Not sure wehy you are ignoring simple testing / trouble shooting here.----Did you install a factory original part # for the flywheel key ?
