1980 MD 5B 7.5HP Cooling water thermostat

Cooling Water Thermostat housing as two copper tubes connected into it should there be a hole in the casting between these pipe connections and the thermostat? or do they bypass the thermostat?

Thanks Jerry, I have now been told there should be a bleed hole about 3/16 th inch dia. to allow water to flow into exhaustpipe before the thermostat opens,and relieve cooling water pumping to deadend in cylinder block.
