1980 Merc 40hp problems

I got this engine when I bought the boat and it's been nothing but trouble from day one. First - I couldn't hear it run when I bought it because it needed an impeller for the water pump. I installed impeller - and boy did it need one! Got it started and it didn't want to run right. Cleaned and rebuilt carb - no better. It would start and idle fine but wouldn't run right at full throttle. Had to ease on the gas but it would all of a sudden cough and die. New float installed, new diaphram in fuel pump, new check valves in fuel pump. It already had new tank, fuel line to the enginen and I replaced all the lines from the connector to the carb. Filter is clean. Got it back together yesterday and it wouldn't pee anymore. This morning I dropped the lower unit and the impeller was shot. (Remember, it was right brand new.) Whole new rebuild kit (Base, housing, impeller, etc.) install today. Tried to start it and it turned over very slowly like mega compression or low battery. Pulled plugs and it turned over fine. Checked battery, full charge - checked compression (on cold engine since I can't start it) and have 125 on both cylinders.

Did I kill it when waiting for it to pee yesterday?

Nevermind. Faulty VOM said battery was fine but it was low. Charged it and it starts right up.
