1980 Mercury 50HP TILLOTSON Carb Setup

I just cleaned them and I'm in the process in rebuilding the carbs. These are the carbs Im working with.
They are the TILLOTSON version.

1)How many turns out does the Idle needle screw (Part 22) need to turned?

2)How do I setup the float height?
