1980 Mercury 9.8hp

So my buddy had this motor setting in his garage and it is like new but would not start. So we rebuilt the carb and now when it starts it runs wide open. I have tried to ran the idle screw all the way in and it still runs wide open. Any idea,s?

Check the plastic piece on the throttle shaft?--------Cracked / broken ?

Are you talking about the piece of plastic that sticks up on top of carb? If so I replaced it.

Thanks guys so it was just the adjustments were off. Purring like a kitten now.
