1980 v200 open throttle to start?

my 2oohp v6 has always started right up with the shifter in neutral with no throttle.

now it floods instantly

the starter will turn a few cranks and then starter backs down after what sounds like maybe one cylinder firing

if i pull the spark plugs and blow out the gas, dry them and put them back in,
same thing as described above, but then if I open the throttle, it will finally fire up. runs great once running! but the rest of the day, it is full throttle to start!

seems like this all started after an over heat (water pump failure), which i then rebuilt water pump, fuel pump, replaced head gaskets, thermostats and all hoses

do you think it could be reed valves? do you have to split the block to put a new set of reeds in?

Where is everyone? I am thinking carbs are making it flood. Found a set of carbs on ebay for $60 off a 87 150 that were running fine when it dropped a cylinder. Ordered 3 gasket kits off iboats for $20. Hope this will fix my starting problem. Next step would be 3 x $80 for carb kits to rebuild them.
