On the starboard(right) transom bracket you will find on the outside a hole with a slotted screw inside; this is your manual release valve, turn it to the left at lest two turns and tile the engine up all the way ans engage your transon/tilt lock. Close your releif vavle and open the large slotted screw which is your resivoir for fluid; fill it up with T/T fluid;close it up and see if it will lower the engine run it up and down several times and then check the fluid level again adding fluid as it needs it. Hope you are only low on fluid and are having to work the air out of the system.
