1981 2 stroke 80hp thunderbolt ignition 4 cylinder 2 carburetor

Hi there, wondering if anybody could help out with the carburetor jet settings, specifically the one in the photo. i know, i should get the manual, and i will if its more complicated than this. thanks in advance!

Initial setting is 1 1/2 turns out from LIGHTLY seated. Final adjustment is done under load at operating temp

can you tell me what this wire is doing loose.?. i cant see where its missing from.. i thought it may be a ground but if i connect it to the open hole above it then i loose spark...? it comes from the 3 way connection up by the starter.. if that helps.

It looks like it connects to the ungrounded side of the mercury switch terminal block.
