1981 90hp evinrude high idle issue

I did a quick search to see if this was already posted bu I didn't find much related so here goes.

I performed a carb kit rebuild on my 90hp motor since I had some gas leaking in the water like a float was sticking. Well, once I got inside the carbs one of the float needles was sticking so it definately need to be done. Got it all cleanup up, installed in back on the motor and replaced a few gas lines that looked bad.

When I started the motor (did no adjust any cables or screws) it idled really high. I noted the the high idle screw was set all the way in so I backed it off about a 3rd of the way back and it brough the rev down respectfully.

Now, I don't seem to get it to drop any further with the RPM's bu just adjusting the idle screw so I was wondering what else I can try? Should I adjust the throttle cables or look at some thing else?

If you started the motor on muff's, it'll idle relatively high. The best way to adjust the idle is while the motor is in the water and in gear. Set it to around 800rpm's. If you set the idle on muff's, 1000-1100rpm's is a good starting point.

I seemed to have hit a point where the idle doesn't seem to have anymore affect on reducing the idle speed. Now I haven't done it in water so I'll try that again. What I noticed if that if I pull back on the throttle lever and move it towards the back to allow the low idle screw to move back all the way to its stop position it will take the idle down. I just don't seem to be able to make that happen on it's own past a certain point.

Should I try to adjust the throttle cable a bit to help make the throttle lever move further back.
