1981 Evinrude 115hp with 1978 Johnson 115hp powerhead. 2 questions

I have posted before on this motor on other issues. Now I am up to 3450 posts read so far here on anything related to the 115.

1. When I gave it gas the other day at full throttle it would not go over 2700 rpms for a few mins till it felt like it. Then it kicked in and ran at 5000 rpms no problem. Now your not gonna believe this but the is exactly what the other original motor was doing before I swapped powerheads. I am thinking that since all the original stuff off the 1981 was used on this power head that maybe the coils or powerpacks could be causing this problem. It is intermittent and does not do it all the time. Carbs were cleaned recently. Has anyone else ever had this problem.

2. On the lower unit it seems to be leaking gear oil around the 4 bolts that hold the carrier bearing on. I have been fighting this for a long time. I tighten them up and stops leaking for a while then starts back up. Last week I order new bolts and o rings and installed them and the first hot day again was dripping. Less than 1/4 ounce in 24 hours. If I tilt the lower unit up a couple of inches so the prop is a little higher than the other end of the L/U it does not seem to leak. I check it out at least every 3 months by draining the gear oil and every time there is very little water if any in it. Could the main O ring be bad. Any ideas,

For issue 1, check for spark when it's misbehaving. A timing light is useful, or do a 'cylinder drop' test by pulling plug wires (insulated pliers).
