1981 Johnson 25 bogging when cold

When I first get out on the water my outboard bogs and will only go about 5mph at WOT. Then after about 10-15 minutes it will start to sputter and run normally for 1-3 seconds at a time and this will last for 5 minutes then it will finally be fine and run like normal.

My instinct told me this was a carb issue but I just pulled the carb apart and took the bowl and everything off and it looks like its so clean it looks like it just came from the factory. The plugs look decent too.

The other thing is I got stranded on the MS river the other day because the seals blew out in my lower unit and fried the gear set after running with a bunch of water in there. I got a new lower unit coming in today. The gears were pretty rough including pinion, shaft was scored, bearings were shot, etc. Any chance this is what caused the bogging?

Any ideas at all? I gotta get this fixed quick sucks it ran great all summer then as soon as bass start to pick up it craps out on me!

Sounds like a flooding issue. Check your float and make sure that it isn't heavier than it should be and make sure that it is installed correctly. It might be hanging up so check the needle for it sticking.

It wasn't sticking and I just rebuilt the carb with a new float and new needle / screw and gaskets. The carb looked almost brand new. Maybe it's the plugs? I'm going to change them tomorrow and see if that fixes it. They looked a little fouled but not beat to hell. Anything else you think it could be? Also fixed the gears so I know that wasn't the problem.
