1982 80hp MARINER bogging between low and high rpm

My issues aren't quite over. I have a bogging and sputtering occurring, that i think is flooding, at lower RPM's before the motor will accept the fuel for WOT. If i nurse it with the choke button on the key, rpms will increase gradually until i can throttle up with the lever. I just redid a bunch of wiring and rebuilt carbs, setting floats to 7/16" max drop as per manual. I put original primary jets (.92) back in both carbs. I also have a set of .084 i have not tried yet. Do you think the smaller jets will eliminate the flooding issue at these lower RPM's? I have read a few posts citing swelling and sticking needles as the culprit, but all seems to move freely when i tear down and inspect. Also, after i finished rewiring, i adjusted throttle arm and spark arm set screws and had it running quite nicely when i was not pulling a tube. However, bothMariner Right.jpg arms are almost side by side with very little gap between them. Due to the length of the set screw on the spark advance arm, i am wondering if there should be a larger gap between the two. Literally one more 1/2 turn out on that screw and it no longer makes contact with the screw stop molded on the block, and as i mentioned, both arms are very close together.

Any advice? it was mentioned i should check the diaphragm on the fuel pump which i will do tonite. Does this sound feasible tpo explain that sputter/lag at low idle after warm?

Is gas coming out of the front of the carbs? If so, you could have a stuck needle. Did you replace the gaskets after taking them apart? Have you replaced the fuel lines recently and checked the tank pick-up tube?

the gas used to come out the front, so i redid carbs with all new gaskets and such. i am leaning strongly towards older fuel tanks being a culprit as heavier fuel is demanded. seems like they may be drawing air around the fittings. pickup tubes may be done as well. i will measure out a new tank and see if that makes a difference, as they need to be changed anyway. thanks for checking my post and giving me a couple other ideas.
