1982 Evinrude 60 hp Thrust lock

So there is some hooks the are suppose to latch onto the tilt pin to keep the motor from moving when you apply power in reverse or going forward.... but my tilt pin is froze in place and will not come out... and the latches will not come down far enough to latch onto the pin.... is there a bracket or something that i can buy that will wrap around the motor and transom to keep the motor from moving? here is a pic of where i think i could wrap something around the motor and transom to prevent the motor from moving..... and there is no tilt or trim unit. I had a trim unit on there but took it off because the motor went bad.

If you don't want to repair it correctly, get some big hose clamps and wrap around it.

Do you think a couple of bungee cords would work if i wrapped them around it?

I have a 1977 70hp Johnson that has the same issue. There is a locking lever/latch on the back also. When I engage it in the down position it still kicks up when I put it in reverse. Not sure if the latch is just broke or am I missing a step to locking it down?
The pin is in its proper hole also.
First time boat owner and new to this.
Thanks for any advice!
