1982 johnson outboard 90hp V4 throttle lever won't move when in forward/reverse gear

I don't see anything wrong. What you call a "throttle lever" is the warm-up lever. It seems your control has an interlock preventing the use of the warm-up when the motor is in gear. Use the shift/throttle to control boat speed.

The old girl sounds pretty good. I know its been a long road for you. What did you ever do with the Mercury you were rebuilding?

ok............... the lever you are lifting is not the throttle for the motor. Its a fast idle control that's use to start the motor Its designed to not allow gear shift while up or to allow it to be used while in gear. Once the motor has started and its happy ticking over you then push the gear lever forwards quickly (don't do this slow as it grinds the lower dog) then once in gear lever is push further forwards the motor will revs up. The gear lever is also the throttle lever.
Do not shift from forwards to reverse on muffs until the prop stops, Do not rev motor high on muffs.
your motor should about 1100 rpm on muffs (800 in the water) your doesn't sound like its that high. Sounds kinda unhappy to be honest like it needs a tune up / link and sync.
