1982 Mariner 30hp HELP!!

A buddy of mine got a Mariner 30hp (30E), Electric start outboard a few days ago for $250. The serial number is 689-102735; which I know if the Yamaha version of the Mariner (Yamaha stamps on everything). Wiring was shot (squirrel), carb was full of gum. We patched up the carb, re-wired the motor and got it to start for a few seconds. Now we are in the process of servicing it. #1: Compession is 130psi even. #2: carb is clean, awaiting new kit. #3: Waiting on new water pump to arrive and fuel pump, plugs and last servicing the lower unit. Spark is good, electrical is good.

QUESTIONS: What should the float in the carb be set to to keep it from dumping fuel? What is the initial setting of the idle screw? What is the intial timing? Whats the deal with that wierd A@$ float needle valve thing in the carb and can I use the new conventional needle that comes in the kit?

Any help will be greatly appreciated!!! I also have a 1985 Mariner (Yamaha) 40hp that im in the process if bringing back to life myself, its a 40C (E)...any tips on that would be appreciated also.
