1982 Merc 90 HP not starting

Hello All!
New to the group. Tried to fire up an 82 Merc 90HP. Replaced the battery before starting it up. I noticed the starter had a hard time turning the Flywheel. I attempted to spin the flywheel myself and it does take a bit of effort to spin although it does spin. Using the pull rope also is pretty difficult could barely get it to turn. Just wanted to reach out to see if there’s anything I missed. Thanks!

More history required .----Or supply information.-----Remove lower unit and see if it spins easier.------Did motor overheat ?-----How did it run for you last season ??

Unfortunately inherited this boat, unsure of past history. While spinning the flywheel and looking at the LU it does spin at the same rate. Will remove it to see if there’s any change in speed. Thanks!

??------The propshaft spins at about 1/2 the speed of the flywheel.

Motor in neutral or forward?
Motor must be in neutral to start.
Prop should not turn with flywheel if its in neutral.

Remove sparkplugs and see if it turn/spins easier.

Got it resolved. Battery cables weren’t ohming out. Replaced both.
