1982 Merc. straight 6 90hp carbs

This is the first time on your forum. I have just got a 90hp merc. The block has been rebuilt. But it is hard to start cold. choke is working. When pressuring up the primer bulb,fuel comes out of the top of the bottom carb.At the little brass jet . and the bulb will not come hard. I also noticed that the carbs are numbered and #1 carb is in #5 &6 intake # 3 carb is in #1 &2 intake # 2 carb is in #3 & 4 intake. Is that my problem? Should I switch #1 and 3?

The top carb has the actuating lever for the cabs on it so I don't think it's ouof place , the fuel your seeing at the bottom carb is from a leaking inlet or low float level, if I just had it repaired I would be on the dealers Butt
