The battery is charged, the connections are clean. The brushes have been cleaned and the contact surface has been cleaned. The wires looke new. Is there a way to test the starter itself before proceding through other parts? Any advice or help is appreciated. Thanks.

Are you getting voltage to the starter when the solenoid engages?

Test the starter using your trusty battery jumper cables, jump directly from the battery to the starter.

Does the starter work now?
