1983 140 hp idles too high

I have a 1983 Johnson 140 hp. I had the carbs rebuilt and it runs great, except it idles way too high. Mechanic thought it was the cables being streatched, so we replace both cables. Still idles high. He says there are no adjustment screws on the carb. He says it appears the idle arm does not get push back and maybe there is a spring that is missing. Maybe I should order a shop manual for the motor. Mechanic is very good, just not that familiar with this engine. My question, is there a spring or is it all in the cable? When running the boat the idle arm does not seem to do much on the low end. It definitely works on the high idle. Any help is appreciated.

The carb has no idle adjustments. The idle rpm's are determined by the spark advance of the ignition system. Further, the idle cannot be set properly when the boat is sitting on the trailer. Boat must be floating in the lake (normal float level) and running in forward gear. Set the idle for 650-750 rpm's. If you are having problems understanding the operation, a factory manual is the way to go. Contact the original publisher to get one: outboardbooks.com FYI, there is a nice section about setting the "sync and link." That procedure syncs the carb advance with the spark advance. Difficult to tackle without a factory manual.

Picked up the omc service manual but can't seem to find the right info for the "synk and link". I don't find a section for idle adjustment for the V4. The manual is OMC Service Manual 2 thru V-6 Models, Part # 393765 (1982) My motor is a 1983 140 but it says it covers the correct model #. Do you happen to know what section it is under? Thank you very much for the help.

When its pushed back manually to the idle stop does it still idle too high?
The cable pulls the main throttle arm all the way back, adjust so that happen. There is also a big spring in there too behind the arm with the big bolt

The service manual you are using is likely not a factory one. They did not make manuals that covered so many models. A factory manual would have been for the 85, 115 and 140 models only. The Clymer and Selock manuals may not cover the sync and like procedure like the factory ones do. In the early crossflow factory servcie manuls OMC had the sync and link in the fuel section. By 1986 it was in Section 1, the General Information section.

Thanks for the help, sorry it is taking so long to reply back.
It was actually easier than I expected. I had the throttle and idle cables replace. Mechanic just didn't take up all the slop in the cable. I tightened the thumb wheels a few times, giving it full idle and throttle in between adjustments. Backed off the stopper screw a little, readjusted and now I have it idling at 1000. much better. Now the starter is landing on a dead spot and needs tapping to turn. New one already ordered.
