1983 3.5 Mercury2 cycle outboard stalls periodically while in trolling slow speed

My 1983 Mercury 3.5 stalls out periodically while trolling at slow speeds. It will start right back up though with one pull. I've tried adjusting the low speed and did set the idle speed up a little. What is causing this ? I put come Marine Stable in thinking the gas was bad but didn't seem to make much difference.

If your gas was already bad, Stabil won't do anything to make it good. How long has the gas been in the tank?
