1983 470 merc carb question

i have a 2bbl rochester i took off boat to rebuild i mentioned in previous post i had to pour gas down carb to start someone mentioned bowls leaking so i'm going to rebuild i found a kit to fit my rochester carb when i was taking it off intake manifold i noticed an extra fuel line there is the main one where the filter goes in i'm familiar with this one but there was a smaller diameter one that is near the choke and runs down to pump i have a picture to show you were it comes out of carb what is this one for?

That is for the tube that goes from the top of the fuel pump. If the pump diaphram fails, the excess fuel will go to the carb, not your bilge.

the line goes to the bottom of pump it is actually farther down than main line is this the top of pump or bottom

On the pump pictured below, the overflow line is the one on the bottom of the pump. Wherever that is on your pump, that's where the clear hose goes to the fitting pictured on your carb.
