1983 9.9 EVINRUDE BOGS DOWN

MY MOTOR ONLY RUNS FOR SHORT PERIOD OF TIME BEFORE IT BOGS DOWN. IT WILL STAY RUNNING BUT I AM LIMITED ON POWER. I CAN VARY SPEEDS BUT ONLY SLOW SPEEDS AT FULL THROTTLE. IT RUNS GREAT IN THE DRIVEWAY BUT NOT GOOD UNDER LOAD. I HAVE CHANGED THE FUEL PUMP, SPARK PLUGS, REMOVED FUEL FILTER INCASE OF AIR PROBLEMS ( DID NOT HELP) HAD COMPRESSION CHECKS (OK) ELECTRONIC CHECKED OUT OK. TOP PLUG HAS SIGNS OF FOULING, TOP PLUG SHOWS MORE GAS ON IT THAN BOTTOM PLUG. I CLEANED THE CARB TWICE. IS THERE ANY SIGNS OF A BAD COIL?

Hi slowrunner...<br /><br />Sounds like yer engine is drowning in it's own gas or you have a weak spark on one plug. If you followed the service manual in rebuilding the carb, the fuel system should be OK. If it's just the one plug fouling all the time, it could mean the power pack is failing or the ignition coil for that cylinder is going bad. You could try and remove the ignition coil and take it to a dealership for testing. A bench check with a Stevens test machine can determine if the coil is bad. Weak spark is a hard call without running checks on the ignition system components.

I didnt have a test done on the coils because they do not feel hot. Is that a way to check? I changed the plugs, still runs the same. I am clueless!!!! Don't have the manual.
