If the linkage is free from obstruction and the pointer is lining up with the marks on the shift slide that indicate f-n-r then its in the lower unit. Hard to say exactly but a possibility is the clutch dogs are worn on the forward face. Often when that happens you hear a chatter when you try to engage it. It could also be a worn shifter lever cam that's only moving the slide in one direction. Those are just my guesses.
It could be an expensive problem to fix so get a shops opinion before you throw money at it.
