1983 Evinrude 50hp E50BELCTA wiring question

Just got this outboard which I'll be putting some time into cleaning up and following the steps of waking a dead outboard, but I noticed these two wires not attached to anything, coming right out of the main harness. Can anyone help me out with where these two should go?

Looks like maybe I'm missing a starter solenoid?

Starter solenoid is missing.---Heavy cable from solenoid to starer is missing.----On a neglected / parts taken off motor I would start with a compression test before spending any $$$

I did test compression, was about 90psi both cylinders. I just ran jumper cables right to the starter to spin the flywheel. I dont have a ton of faith in the accuracy of my compression tester, but this sounds ok right?

Not high enuff at all.----My tester shows about 140 on those.

If you get it running, do a GOOD decarb on it.

I picked up a new battery today (old battery i was using was barely cranking the motor), checked compression again, and I got 150 on both cylinders. I did spray a little fogging oil in the spark plug holes because I got worried about cranking the thing dry too much. I dont know if that gave me false readings. Ordered a solenoid, I'm going to try to get this thing put back together.
