1983 Evinrude 70 stalling with easy acceleration

I am finishing up a restoration on a boat I purchased this winter. The motor is an 83 70hp non-VRO. When I first purchased the boat, it was difficult to get the boat to speed without bumping the choke...then once on plane things ran fine. I rebuilt the carbs and fuel pump, replaced the fuel lines and plugs. Next time out I seem to have gone from fuel starved to flooding. If I slowly increase the throttle the engine will cut out; however, if I hammer it to WOT it jumps out of the water and runs fine. I was thinking that the throttle linkages need to be sync'd or possibly that the linkage is sticking? I am very new to this and have learned what little I know from a Clymer manual and friends who have some knowledge. The boat previously did not have a tach but I am finishing up the re-rigging and have installed one for diagnostic purposes. Any information that you guys might have would be greatly appreciated. I should have it back in the water this weekend, and was planning to de-carb w/ Deep Kreep.

welcome to iboats! Sounds like you did a good job on the motor so far - your symptoms might indicate the link & sync needs to be tweaked. clymers & seloc are really too general about that process on most specific models - best to get the OEM manual...it will pay for itself over and over. but it could just be that your idle RPMs might be a bit low. should be around 750 with the boat in the water in forward gear - it can be on the trailer or tied to the dock, but you can't really set idle speed in the driveway.
