1983 johnson electric start

no high idle? got idle got run? new head gasket and carb kit by certified mechanic,2007 this season no high,starts and runs but, do I have trouble or no ? 25 hp elctd johnson 1983

I need a more detailed explanation of exactly what that engine is doing. We don't mind providing a detailed answer but we need more to go on.

at start up ,lift start lever full forward,push choke plunger/key in turn and start,should be high idle speed until lever lowered to run position,then put in gear and throttle up,right? well,this unit was that way,now start lever positions both same idle,not sure if full throttle is fulll,seems like it is,should have a hi and low idle speed right? does it matter? 1- idle speed?

remove cover, have some one move lever, watch linkage, on motor does it move, and move the carbs? could be bad cable. that would be my first check.
