1983 merc 9.8 trouble

I have a 1983 merc 9.8 serial #6402839. the prop will not spin in reverse . all other gears work fine......forward and nuetral.where do i start trouble shooting this? it is a kicker motor off a boat i just purchased. so i know nothing about it really. The shifter looks like it fully engages in reverse so it seems cuz it travels as far forward to engage as it does back for reverse.
any help will be greatly appreciated.

thanks for all the great info. came to this site cuz it was supposed to be so great. guess it must be a different site i was to go to.chris something wrong with the way i worded this post????????????
