1983 Mercury 115 missing/coughing

hey guys,
i've just fitted the replacement motor on my boat. it's not running well.
i did have the motor laying on it's side in storage for a couple of weeks and found that the plugs were all fouled with oil.
after cleaning the plugs, the motor ran but seems to not be running right on all cylinders.
it coughs/misses too.
I've drained all old fuel out of tank and put brand new fuel in and ran it for about 10 minutes but nothing changes. it coughs and splutters every now and then.
Also, when i engage the gearbox in forwards and accelerate, it struggles more (underload).
Do these carbies block up in the pilot jets easy or somethihng like that or is it more likely to be something to do with ignition (spark)?

Any help would be greatly appreciated

When you have problems ck spark first it's the easiest but it sounds like you have carb problems

ok no worries.
the carbies would be pretty basic wouldn't they?
....float bowl with needle and seat, pilot jet, main jet and choke valve?

Heres a breakdown for your carbs yours has a differant float bowl cover, hope this helps.
