1983 Sea ray Sundancer, Battery charger not working. Converter "Flashing"

Just purchased a 1983 Sea ray sundancer, We hooked up shore power at the slip, I turned the main breaker on, and then the "Converter" breaker, it makes a decent "Hum" and seems like it turns on. The only things on the converter it self (a blue box under one of the bed slats next to the galley) is a Red indicator light, and an ammeter.. The red indicator light is flashing dimly, and the ammeter reads zero. nothing. I've watched it as I turn it on, and off, and the needle doesnt budge.

I know the batteries aren't charging because The voltage readout on the Gamin GPSMap is only at 12.3v (with the boat off, When it's running it's at 13.5ish)....

I'm a motorhead as far as cars go, but boats are a whole new animal to me. I know that a properly charged 12v battery will read 12.6 or above, usually higher while charging.

How do i get shore power to charge the damn batteries on this thing?

Does the flashing red light indicate a fault?

I would replace it with a digital battery charger. The unit you have is original to the boat and long past its life. You can do better with a modern digital charger. I have a ProSport 20 Plus 3 bank on my '85 300 Sundancer. What model you want will depend on what type of batteries and how many.

that's what I was thinking. didn't realize they were so inexpensive. thank you.
