1984 15hp evinrude, no start

Hello, I had a problem with engine running last week when I tried to run full speed, it wouldn't get up to speed, prior to that it would flood when tillted up for beaching but I could clear it with cranking and leaving fuel line off. Now I found I couldn't start it at all. I've rebuilt my carb with a kit, and replaced the water pump( wanted to put in new impeller). I have not replaced the needle valve but it looks symetrical, after all this I do not get even a hint of ignition. I have fuel available to sediment bowl and I have a visible spark when I crank over with plug out of housing. What should I try. Also is there a rule of thumb for the rich / lean mix adjustement on start up. I've have had It screwed right in and(real lean) then back it out 3 revolutions, then I've tried cranking with it moving thru progressive settings in and out, I still do not even get an attempt to fire. Any suggestions for this boat repair layman?

Are the plugs gas fouled? Will the spark jump 1/2 inch and is it bright blue and has a snap to it? Do you have a manual for your engine? I think the preset on the low speed jet is about 1 1/2 turns out and final adjustment while engine is running. If you pump up the primer bulb does gas come out of carb?
