1984 50hp Evinrude surges

Motor has had VRO replaced. Pulse limiter replaced. Good compression. Hoses and clamps replaced on pulse line. Oil is disconnected an gas is mixed in main tank at 50/1. Oil line to VRO pump is plugged. 3 wire electrical plug is unplugged from VRO for Oil alarm. Carbs have been rebuilt. (Float position problem??). Gas checked and is fresh and water free. New filter in fuel filter. Fuel free flows from tank to container when bulb is pumped with fitting held open. New plugs. Pulled and checked tank. Fresh gas and oil added with old drained out. Tank vent is clear and free. New primer bulb on fuel hose and new fuel hose. Could the new primer have a bad check valve too? Would that cause this problem.

Here is what it is doing. It starts right up except for first time of the day. First time if left overnight is a bear to start. Almost have to use starting fluid. Once it has run, all you need to do is touch the key and it's running. Idles a bit rough but I don't see any low speed idle screw on these carbs. (2 carbs). It will run right up to full throttle and will run some time at that speed. It will putt around at low throttle with no problems at all. If I throttle back to about 3/4 to 1/2 to maybe 3/8 throttle it will run maybe 30 seconds and then just as if I had pulled the throttle back, it will slow down. Then speed up. Then slow down. And eventually go to almost idle and die. Might jerk a couple times. Most of the time not totally dying but just pulse to faster and slower RPM amd remain bogged down. If I throttle up it will hesitate a second but may go back to full throttle. I put a clear filter inline so I could watch the fuel. The filter can be primed full. Then as the motor runs the filter drains dry. Pumping the primer bulb makes the motor run. Holding the clear filter upside down, it will fill and stay filled but the motor will still start surging even when the filter is full.

What is proper fuel pressure if I put a gauge inline? What should I see on the pulse line if I put gauge there? How can I check the pulse line? What is the correct measurement on the float from the cover base to the float or is it measured so that it's level when closed? Suggestions?
