I have a 1984 75hp mercury that didnt run for 8 years. I recently got it started and changed the water pump. The shifter cable is broken and needs replaced, but when i start it the prop turns too fast almost like its in gear. I took the lower unit off and when i turn the prop shaft clockwise it doesnt turn the driveshaft it just clicks about once a rotation. However it will turn it counterclockwise. I tried turning the little shifting rod but it changes nothing. Im afraid something is messed up in the gearcase because oil sat in it for years in freezing temps. I would like to fix myself but was told Id need a gearpuller. Please let me know what you think, thanks

I would start with new shifter and throttle cable, then remove lower unit and set to neutral and set top end to neutral then install and start again. If housing is not cracked you may have got away with no damage.I would also dump old LU oil and inspect for water intrusion and metal shavings not too chunky.(fine is normal).

Freezing temps won't hurt the gearcase unless there was water in it.

What you are describing by your rotation of the prop is that it is operating normally in Forward gear.

With a pair of pliers on the shift shaft you should be able to turn about 30 degrees CCW and be in Neutral and another 30 degrees CCW and be in Reverse. Being careful, you should actually feel the indentations on the shift cam engage each gear.

Finger pressure should be all you need to turn the prop. You do not need to apply so much pressure that you are turning the driveshaft.

Forward: Prop with turn (ratchet) CW but not CCW
Neutral: Prop will turn freely in either direction
Reverse: Prop will not turn in either direction

Here is the parts list for your engine:
