1984 90 hp OMC V4, Solenoid Clicks, Starter doesn't turn

I've got fully charged batteries, with good cells and clean connections. The Solenoid and Starter are new and rebuilt this year.
I was using the boat to tow yesterday, starting and stopping the engine every 5 minutes or so for about 2 hours. It gave no indication of an impending issue, just stopped starting.

Have you tried going straight to the starter with a battery and jumper cables? If the starter doesn't spin, then your problem's the starter. If it spins, then your problem is either the solenoid ... or your wiring (kill switch, ignition switch, fuse and/or wiring).

I assume your gear shift is in neutral and the kill switch lanyard is in place ... ??

starter bendix was jammed up under the flywheel, I didn't see it initially, all is well now, thanks
