Hello,
I just got my first boat. (actually my 2nd one but the first one didn't work out too well) Its a 1984 Bayliner Capri 195 with a volvo/penta and a 5.7 liter chevy motor. I don't know much else except it tops out at 40 MPH at 4000 RPM. The motor does not smoke and seems to run good, but I was thinking I'd see 50 MPH or so. Am I wrong? I have not weighed the boat so I do not know if it is soggy. It will plane out at 20 mph. I have many more questions soon. Thanks for any input!!!!

That boat should do about 55, if set up properly, the wide open throttle rpm seems very low, it should be in the range of 4600rpm. (1st) Is your carburetor opening fully with the the throttle control at the helm (steering wheel). (2nd) Check ALL your fuel lines, & filters, back to the gas tank, boats have a tendency to get water, and or clogged up lines, in the fuel system. (3rd) check your fuel tank vent, (4th) check to make sure your timing, is set right, and iadvancing as your motor speeds up. (5th), make sure it has a current tune up, or get the usual stuff done now, whatevers needed, spark plugs, wires, distributor cap, rotor, points. (Finally) Adjust your idle mixture screws to the highest rpm, then set your idle speed screw to the recommended rpm.
