1984 evinrude 150 overheat warn horn

I've tried the horn warning test at the console with the ignition on and at both rear sensors and its a no go. Looks like the horn is in the control box. Are these hard to replace or would it be better to let a mechanic do it. I know the control units can be tough to work on. And one more question should this beep automaticly when you first turn on the ignition to let you know its working. Thanks in advance.

1984 did not have the auto test when turning the key. replacing really depends on how, patient you are, and how mechanical you are. to me it is not big deal, but others a major feat.
