1984 gt150 trim/tilt problem

The tilt goes up all the way, it will not go down. When I bleed it to lower the motor, the tilt will but the two trim pistons will not receid. Both the upward and lower soloniods are working and clicking I even tried jumping the lowering solonoid and it didn't work, Hydraulic motor is running when trying to go up or down, the tilt piston just moves maybe less than a 1/16" down when trying to lower the unit and stops.

First question to always ask when the T/T doesn't work. How's the fluid level in it ??

Sorry, levels are good and clear. T T worked all winter, let it sit for about a month and tried today. Boat wasn't in the water all winter just moved the T T once a month to keep it active. Boat is in RI and we had a cold winter. Thanks
