1984 Johnson 9.9 thermostat

I've been fighting a water flow issue with my '84 9.9 Johnson. I've only been getting a weak stream of water out the tell tale and nothing at all out of the exhaust. I removed the lower unit and shot water up the water tube and ran the motor which produced water out of the exhaust relief hole. I also ran water backwards through the tell tale. After doing this I got a strong stream after putting it all back together and running in a tank. When I would rev it up I finally started getting water out of the exhaust relief hole. It seemed as if water started coming out when the t-stat opened. The t-stat housing was very hot at idle but more manageable at higher rpms when water was coming out of the exhaust relief. I'm thinking I have a bad tstat or a blockage near there.

Now that I've outlined my problem I need to know what wrench to use to get the cowling latch off so I can get the t-stat cover off. A regular wrench is too large. Is there a special tool? Thanks

Wednesday morning bump. I only really need to know where to get a wrench that will take the cowling latch off. Thanks in advance

been a while, but I recall pulling the head to get that water cover off...gonna have to get another head gasket if you go that route...another note, I do recall having to put a screwdriver blade behind that bolt head to align it when I pushed it back through.. I wrapped the blade with some electrical tape to keep from marring up the cover too badly as that screw has to be perfectly aligned to pop through...glad OMC saw fit to relocate the thermostat to the top of the head in newer models...will some curved needlenosed loosen that screw?
