1984 Mariner 9.9C

I have a 1984 9.9C Mariner, made by Yamaha, and yesterday I was running it in a bucket of water and it seemed to be flooding out cause it was running real sluggish. Now as a precursor to this I must note that I had it on the motor stand and it fell over and broke the little ring that is on the prop. So once I started it was running fine for a couple of minutes then all of a sudden it started to bog down a little. So I tried adjusting the lower idle screw to no avail. It will be 2 years come October since the carb was rebuilt, but I haven't put that many hours on it. I do run it in the drive way about once a month though. This motor has always been a great motor and never given me an ounce of trouble.

With all that said, as it was running I notice fuel coming out of the carburetor. So my first inclination is that it is just time for a carb re-build, but I wanted you guys' opinion. Secondly on the prop, that little ring that is curved, what is the importance of that? This is a brand new prop and if I can avoid it, I don't want to get another new prop, but if this ring place a significant role in the performance of the motor/lower unit I will replace it cause I don't want to ruin this motor. Also, on the low idle screw what is the starting point with it seated. Like on an evinrude 25hp from the seated position you turn the screw/needle 1.5 turns to start and then adjust from there. Your help is much appreciated.
