1984 Tilt Trim problem

I brought my boat in for a starter rebuild and for them to look over the engine because it has been sitting a while. They then called me up with the quote to rebuild and also for a new starter. They then said that my tilt/trim was bad and needed to be replaced. I used the tilt trim before I brought it in and it seemed like it did struggle at getting the engine up but I didn't try to cycle it again and just brought it in. The mechanic stated that when the button is pressed in the motor runs but has no movement and from his experience it needs to be replaced. Do you believe he is correct in this statement or does it just need to be drained of fluid and then refilled or something like that.

your in Daytona, and it's probably a saltwater boat. very possible with it's age.

Well the sagga continues, they are telling me that the tilt will not move the engine down and even with the release valve open it still won't budge. I did have the tilt working a couple months ago with no problems so I am not sure what the problem could be? The quote is well over 1000 for a replacement but the boat is only worth maybe 3000 so it is a lot of money to sink into it. Any ideas would be greatly appreciated. Thank you.

In reply to the location I am actually in Charlotte NC now. I have not lived in Daytona for about 3 years.
