1985 150hp Head Gasket/water Deflector Replacment

Do i need to pull the head cover (the plate that the spark plugs crew into) to take off the head itself? I need to replace a head gasket, water deflectors and clean the water jackets. I'm trying to avoid buying the head cover gasket! I have a Clymers manual but it's not clear! Please help....

You can remove the cylinder heads without removing the cylinder head water cover. You won't be able to inspect the water circuit between the two parts though.

Ok, thus removing the head plate will be nessesary to clean the water jackets! We'll, then it's also possible for the head plate gasket to leak also causing water to leak into the cylinders so i should go ahead and replace both at the same time. Does this seem plausible? What would be your advise?
