1985 25 hp mercury

Hi, I am hoping someome may help with my question, the boat i brought this year has a 1985 25 hp mercury, i ran the motor in a 55 gal. can and it seemed to run decent, took it out once and it ran decent but the idle was off a bit so when i decided to tune the idle at home running in the same can doing the adjustments i ran into problems, i noted oil in the water found it comming from the exhust, well, trying to restart it, it would not, then pulled the plugs, found water in the head, any ideas ? im just not sure if this motor can be or is worth fixing ot even what the problems are.

Usual culprit for water in a cylinder is a bad gasket and/or warped divider plate under the exhaust cover.

thank you for your input, this motor has sat for some time, i just got it, i think i will start a rebuild.
