1985 25hp Evinrude low rpm's

I have cleaned and rebuilt the carb and replaced the spark plugs. When I hook the motor up to earmuffs it runs like a scolded dog. But when I put it in the lake it dosen't ever hit the power band. at WOT its doin bout 10 miles an hour. Its on a 1648 flatbottom so it should have no problem pushing it. Its runnin a 10.5x14 pitch prop from what i can make out. Any idea's

no fire on 1 cylinder would be the sure bet. When the motor runs on 1 cylinder it's like having 1/4th the horse power

Sounds like you need to do a link and sync. The top secret thread has this information.

Also check that the neutral detent rod is working right. It is #75 in this pic.
