Hello again,
I am still unable to remove the lower unit. The good news is that I think I know what the problem is.
I removed the carb for access and found that there is a "cotter" pin in the shift linkage that is unlike any I have seen before. It looks more like a roll pin, flush with the shaft. I think I may be able to get an angle drill in to drill it out. Do you think this is a good idea? Or is it time to seek professional help with their specialized tools and experience?

Thanks ,Brent

Hi,

That is not your problem.
Do you have all 4 nuts off?
Will the LU drop at all? If is does how far?

The shift rod is not a pinned connection - it is splined at a coupling just above the gearcase face and should imply slip out when the unit is dropped. If the unit is still not dropping then either the shafts are corroded together or you don't have all the studs freed up...
